As you get ready for this season, in addition to reviewing the USAV regulations, it may be time to take the next step and use the USAV Referee Training Site.  This is a free site that has information, modules, and a place you can register that provides updates.  Please use this training and improve your referee skills.

Reminder: The Libero is NOT allowed to serve the ball in USAV play!
 - -  Rule 19.3.1.3 "He/she may not serve, block or attempt to block."

Requirements to become a Certified Official in the Lone Star Region

Completed certifications are good for two seasons.

Scorer Referee
  1. Attend a clinic
  2. Take and correct the test
  3. Submit completed score sheets from two sets and receiving a passing rating
  4. Submit a scorer application
  5. Register in the Lone Star Region
  6. Pay applicable fees

[the absolute deadline for score sheet submission for the 2011-12 season is 10/31/12]
  1. Attend a clinic
  2. Take and correct the test
  3. Submit ratings from at least two sets (three recommended to meet USAV standards) one must be as an R1; unless Junior R2 only, then second referee ratings are needed
     (Jr. Olympic and Provisional--must be rated by a Regional or higher certified referee;
    Regional--must be rated by Junior National or higher certified referee (on USAV/PAVO rating form    )
  4. Submit a referee application and get background check as needed (every 2 yrs)
  5. Register in the Lone Star Region
  6. Pay applicable fees

We have conducted 89 clinics in 31 cities so far this season
If you wish to host a clinic, we will provide clinicians for either Scorer, Referee or both.  The following are basic conditions for being a host:
1. Provide a site with a suitable place to project a Power Point presentation

2. Have a minimum of 20 attendees for each clinic

3. All attendance is on a first come - first served basis.

4. Clinics will be open to all Region members and must be posted on the Lone Star web site.

 5. You may limit the number of attendees to conform to fire codes.  We will post those restrictions as part of the clinic information on the web site.

6. There may be no additional fees charged for clinic attendance.

7. The application fee for certification is $25.  Anyone wishing to attend a clinic and not be certified will pay $5.

If a clinician must travel a long distance to conduct a clinic or provide ratings, please consider providing some reimbursement for travel.

RE:                              Team Referees for 15 and under teams

Because of the adult and peer pressure that is sometimes attached to officials in volleyball matches when 15 and over Junior Olympic referees are acting as the R1 or R2, and because many regions across the country already require coaches to be the first choice as a referee (R1, or R2 is a paid referee is provided) for younger teams, the Lone Star Region will immediately require coaches of 15 and under junior teams to accept the role of primary referee for the team.

Please have your team coaches of your 15 and under teams plan on applying for certification, or re-certification as the case may be, this season.  This process includes that they 1) renew if currently certified, or 2) apply as a referee, attend a referee clinic, take the referee exam and correct it as needed, complete two ratings (one must be as an R1), and join USAV. 

We believe that you will agree that this is the best direction for us to take for the protection of the younger players and the integrity of the game.  We hope that you will embrace this concept and participate fully as a club.
